Azerbaijan - At the invitation of the Parliamentary Assembly of the Council of Europe (PACE), a Venice Commission expert and a member of the Secretariat took part in the Observation Mission of the Parliamentary Assembly as legal experts. Their mandate was to advise the PACE delegation on the legal aspects of the elections.
