By letter dated 20 August 2026, Mr Nikolay Naydenov, the Minister of Justice of the Republic of Bulgaria, requested an opinion of the Venice Commission of the Council of Europe on voting rights of persons serving a prison sentence and persons under guardianship.

The draft opinion is scheduled for discussion and adoption at the 149th Plenary Session of the Venice Commission (11-12 December 2026).
