The Venice Commission, the Parliamentary Assembly of the Council of Europe (PACE), and the Council of Europe Office in Tirana organised a workshop on Judicial Capacity Development in Election Dispute Resolution (EDR) for the Electoral College in Albania in Durrës on 25–26 March 2025. Held in cooperation with the High Judicial Council of Albania, the event brought together members of Albania’s Electoral College with international and local experts in election-related disputes. The workshop provided the newly appointed Electoral College members with knowledge and practical tools to address electoral complaints in line with European and international standards. In light of Albania’s upcoming parliamentary elections in May 2025 and the introduction of out-of-country voting, the sessions addressed key legal and procedural challenges, such as the admissibility of complaints, the burden of proof, or conflicts of jurisdiction. Through expert-led discussions and case-based exercises, participants engaged with comparative practices and explored strategies to ensure electoral justice remains transparent and consistent.
