A Council of Europe framework to enhance democratic systems

The Reykjavik Parameters for Democracy are a list of practical criteria setting the basic requirements for a well-functioning democratic system. They translate Europe’s shared standards on democracy into concrete indicators. They are a core resource of the New Democratic Pact for Europe: a broad consultation process for democratic renewal. 

The Parameters are structured around five interdependent pillars covering all vital areas of democracy:
1.    Democratic participation
2.    Democratic institutions
3.    Democratic governance and integrity
4.    Democratic freedoms, inclusion, and civil society
5.    Democratic future

These pillars are interconnected and equally important, providing a holistic view of what genuine democracy means in practice.
