Secretary General Thorbjørn Jagland is in Madrid today, where he met with José Manuel García-Margallo, Minister for Foreign Affairs and Co-operation of Spain. They discussed relations between Spain and the Council of Europe, a report on the state of human rights, democracy and the rule of law in Europe recently prepared by the Secretary General, and the situation in Ukraine. Mr. Jagland also met with the Spanish delegation to the Parliamentary Assembly of the Council of Europe.
