The Council of Europe supports access to and translation of the published output of its activities.

Prior written permission is required to reproduce, republish, or translate material from a Council of Europe publication or document. As a general rule, these permissions are freely granted for non-commercial use, so long as this is done in a manner that is not misleading, or does not imply endorsement by, or affiliation with the Council of Europe.

Permissions can be obtained using the Copyright Management Request Form from the Directorate of Communications. Some exceptions to the general rule are set out below.

 

Citing

No permission is necessary merely to cite (reference) a content or a publication (permission is only necessary when reusing material from the work e.g. text/figures/tables/illustrations/photos).

Proper credits are required: “From [full title of the publication], by [author(s)/editor(s)/department name if relevant]. © Council of Europe [copyright year]”.

 

Excerpts

No permission is required for the use of excerpts containing less than 500 words. Any use exceeding this requires prior written permission.

Official texts

No permission is required to reproduce and translate official texts (conventions and treaties, Committee of Ministers resolutions and recommendations) which are in the public domain.

Proper credits are required: “From [full title of the publication], [report date, adopted on (date)]. Source: Council of Europe [year]”.
In case of translation, please insert ‘English and French are the only official versions of statutory documents. This translation into a non-official language has been carried out under the sole responsibility of the translator(s)/publisher’.
 

Links

No permission is required to link directly to the Council of Europe homepage and Council of Europe webpages for non-commercial purposes. Creating links to our non-commercial online publications is freely permitted for non-commercial use, so long as this is done in a manner that is not misleading, or does not imply endorsement by, or affiliation with the Council of Europe.

 

Websites

Unless otherwise indicated, reproduction of non-commercial material posted on Council of Europe websites is authorised both for private use and for informational/educational uses relating to the Council of Europe’s work. This authorisation is subject to the condition that the source be indicated and no charge made for reproduction.

Persons wishing to make some other use, including commercial, of material posted on these sites are asked to apply for prior written authorisation to the Council of Europe – Directorate of Communications, via the Copyright Management Request Form.

Similarly, photographs marked © or DR (Droits réservés), followed by the name of an agency or freelance photographer, are protected by intellectual property rights vested in the agencies or persons concerned. Consequently, none of these photographs may be reproduced, modified, re-circulated, commercially exploited or reused in any form whatsoever without the prior written consent of the agencies or persons concerned.

Photographs marked “Council of Europe” and unmarked photographs are the property of the Council of Europe – they may be used on any medium, provided that the source is indicated. No charge may be made for such use, which must be private or concerned with information and education on the Organisation’s work.

 

Photos – Council of Europe buildings

Specific instructions are in use for photos of the Council of Europe buildings. All use of photos relating to:

  • the Palais de l'Europe is subject to the architect's identity "Henry Bernard" being mentioned in addition to the Council of Europe photo credit;
  • the Human Rights Building is subject to the architect's prior consent being sought from the design office “Richard Rogers Partnership'' in London, and ''Atelier Claude Bucher Architectes'' in Strasbourg;
  • the EDQM is subject to the architect's identity “Art & Build Architectes” in Brussels and “Denu & Paradon Architectes” in Strasbourg and Metz being mentioned in addition to the Council of Europe photo credit;
  • the AGORA is subject to the architect's identity “Art & Build Architectes” in Brussels and “Denu & Paradon Architectes” in Strasbourg being mentioned in addition to the Council of Europe photo credit.

Logo of the Council of Europe

The use of the Council of Europe’s name or logo by partners or third parties is limited to specific cases and is subject to prior authorisation. This will not be granted if such use is contrary to the Council of Europe's values and principles, if the logo is to be used for commercial purposes or if it is to be used in conjunction with the logo, name or trademark of a firm. Each case will be considered individually to ascertain whether the aforementioned conditions are met. Authorisation does not confer any entitlement to exclusivity.
