16 Dec 2025
The Hague (The Netherlands) Council of Europe
Event Information

Leaders and senior politicians from across Europe and beyond will gather for a diplomatic conference, co-hosted by the Council of Europe and the Netherlands, at the World Forum to launch a new convention setting up an International Claims Commission for Ukraine. The International Claims Commission will form the second part of a compensation mechanism concerning Russia’s aggression, building on the existing Register of Damage for Ukraine. The claims commission will be established within the framework of the Council of Europe and will also be open to other countries. It will review, assess and decide upon claims submitted to the Register of Damage for Ukraine and determine the amount of compensation, if any, which is due in each case. The convention establishing the commission will enter into force after it has been ratified by 25 signatories, as long as sufficient funds have been secured to support the commission’s initial work

The diplomatic conference will be webcast live from approximately 12:00.

A press conference will also be webcast (the timing to be confirmed).

Journalists wishing to attend in person should register online by 23:59 on 14 December.
