CPT ad hoc visit to five closed immigration centres in Belgium and detention zone at Brussels airport

From 8 to 17 September 2026, the CPT carried out an ad hoc visit to Belgium to examine the treatment and conditions of detention of persons detained under immigration legislation. The delegation visited five closed immigration detention centres and the detention zone at Brussels airport. It also held meetings with the Minister for Asylum and Migration, senior officials from the relevant authorities, representatives of Myria, the National Preventive Mechanism and non-governmental organisations. At the end of the visit, the delegation presented its preliminary observations to the Belgian authorities. The CPT report on the visit is expected to be adopted in March 2027.

The CPT participated in a discussion panel on safeguarding fundamental rights during Screening, with a focus on safeguards, monitoring and vulnerabilities. The panel discussion, held on 16 September, was part of a workshop organised by Frontex together with the EU Agency for Asylum and brought together officials and practitioners from EU member states responsible for implementing the new Screening Regulation. Three months after the entry into force of the Regulation, the meeting took stock of the practices applied in different EU countries, progress made in implementing the new procedures, and challenges faced. In addition, on 25 September, the Committee took part in an online meeting of the Platform of Independent Experts on Refugee Rights (PIERR), which aimed at exchanging on relevant activities and discussing Third Country Transfers among participants. The CPT updated participants on the forthcoming publication of its immigration detention standards [CPT adopts updated standards on immigration and detention - Division on Migration and Refugees] and relevant developments in Europe, including the adoption of the Chișinău Declaration on the ECHR and migration.
