New Council of Europe HELP Course on technology-facilitated violence against women and girls

A new HELP course on Technology-facilitated Violence against Women and Girls has been developed to address forms of violence enabled or exacerbated by digital technologies. This short course will supplement the HELP course on Violence Against Women and Domestic Violence, released in 2017.

Designed for legal professionals and relevant stakeholders, the course examines the definitions and occurrence of technology-facilitated violence against women, the various types of harm, the links with human rights and gender stereotypes, and how technological developments shape these issues. Particular attention is paid to the continuum of violence against women, emphasising the disproportionate effect on women with additional vulnerabilities or intersectional identities including migrant, refugee and asylum seeking women and girls, and the central role of gendered power dynamics. It provides information about key instruments and case law at international and European level, as well as their practical application.

The course is available in a self-learning format and takes 3.5 hours to complete. It can be followed in English and French, with further translations in progress, The course was developed under the cooperation project “Strengthening Bosnia and Herzegovina's responses to digital and sexual violence against women” and a tutored delivery of the course will take place in Bosnian in the second half of 2026.

The launch of this course demonstrates a strong commitment to addressing gender-based violence in all its forms and to safeguarding victims' rights in a rapidly changing technological landscape.
