The Council of Europe Division on Migration and Refugees (DMR) has published the report on its mission to Croatia, which was carried out on 9–10 September 2025.
The visit provided an opportunity to collect information and exchange views with national and international stakeholders on the development of migration-related measures in Croatia and the strengthening of the Independent Border Monitoring Mechanism (IMM). The delegation was also informed about measures taken to reinforce safeguards for accompanied and unaccompanied migrant and asylum seeking children, and visited the One Stop Shop Welcoming Centre, run by the City of Zagreb, and the Reception Centre for asylum seekers in Kutina.
The mission also provided the opportunity to offer the Council of Europe’s expertise and tailor-made capacity-building activities to support the Croatian authorities in efficiently tackling the challenges of migration.
