CPT conducts ad hoc visits to the Netherlands and France

From 6 to 17 October, a CPT delegation conducted an ad hoc visit to the Netherlands to assess the situation in facilities in which foreign nationals are detained under either administrative or penal legislation. To this end, the delegation visited the detention centres in Schiphol and Rotterdam, the penitentiary institution in Ter Apel, and the holding cells of the Royal Dutch Constabulary at Schiphol Airport.

Consultations were held with the Dutch Minister of Foreign Affairs and of Asylum and Migration, the Minister for Legal Protection, and senior officials from relevant ministries. The delegation also met with representatives of the Inspectorate for Justice and Security, academia, and civil society organisations.

From 13 to 24 October, a CPT delegation carried out an ad hoc visit to France to examine the treatment of persons deprived of their liberty under immigration legislation. The delegation visited six immigration detention centres and two detention zones at airports in Paris (Charles-de-Gaulle) and Lyon (Saint Exupéry), including the immigration detention centres of Coquelles, Lyon Saint-Exupéry No. 2, Mesnil-Amelot Nos. 2 and 3, and Paris-Vincennes Nos. 1 and 2.

The delegation held consultations with senior officials of the French Ministry of the Interior and the Ministry of Health. It also met with the Contrôleure générale des lieux de privation de liberté (National Preventative Mechanism), representatives of the Defender of Rights (Ombudsperson), and non-governmental organisations.

A representative of the CPT took part in the Closing Conference of the European Union and Council of Europe joint action “Strengthening the human rights protection in the context of migration in Türkiye”, held in Ankara as part of the Council of Europe’s Visibility Week. The event brought together national institutions, legal professionals and international partners to discuss human rights safeguards in migration management.
