Two days of strategic planning: National Preventive Mechanism develops its Action Plan for 2026–2027

During the strategic planning session held on 3–4 February 2026 in Kyiv, an action plan for the National Preventive Mechanism (NPM) for 2026–2027 was developed, taking into account available resources, risks and development priorities.

The event was organised by the Secretariat of the Ukrainian Parliament Commissioner for Human Rights in cooperation with the Council of Europe Project “Support to the Implementation of European Human Rights Standards in Ukraine: Phase II”.

The two-day session brought together staff of the NPM Department, regional representatives of the Ombudsman, and representatives of civil society. Participants conducted a strategic analysis of NPM activities and worked on defining strategic goals, key objectives, activities, and performance indicators. The session combined group work, moderated discussions, and joint planning methodologies.

The session was led by Aryna Satovska, National Consultant to the Council of Europe Project and expert in strategic planning and institutional development.


Reference information: the Council of Europe project "Support to the Implementation of the European Human Rights Standards in Ukraine: Phase II" is aimed at strengthening the system of human rights protection in Ukraine by bringing the national legislation and practice in line with international standards and enhancing the operational capacity of the Ombudsperson to prevent torture and ill-treatment in places of deprivation of liberty and guarantee protection of the right to privacy and personal data.
