Ukrainian municipalities lead democratic innovations amid wartime
With the direct support of the Congress of Local and Regional Authorities of the Council of Europe, 10 Ukrainian municipalities implemented local initiatives in 2024 to foster democratic innovations and open government, as well as to strengthen the promotion and protection of human rights.
Bilhorod–Dnistrovskyi, Bilshivtsi, Dunaivtsi, Fastiv, Kamianets–Podilskyi, Kyiv, Poltava, Shpola, Ternopil and Zviahel worked with citizens – including youth, veterans, and internally displaced persons – as well as civil society representatives and the private sector, to strengthen good governance and local democracy. These efforts not only responded to citizens’ basic rights and needs, but also established best practices of democratic innovation, paving the way for Ukraine’s recovery and reconstruction.
These local initiatives were implemented as part of the Congress’ project “Strengthening multi-level governance, democracy and human rights at local level in Ukraine” (2023–2025) within the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” for 2023–2026. The project aimed to strengthen dialogue, partnership, and consultation between different levels of government; enhance collaborative governance and citizen participation in line with the principles of local democracy and open government; and promote and guarantee the right to equality and non-discrimination at local level, for the recovery and reconstruction of Ukraine.

Creation of the “City Centre for Civil Rights” in Bilhorod–Dnistrovskyi (Odesa region)
The municipality created the City Centre for Civil Rights, a space where citizens can obtain information about their rights and freedoms, as well as advice on everyday matters such as employment or education. The centre holds informational meetings for internally displaced persons (IDPs), and provides them with social, psychological and legal assistance. The centre’s activities contribute to greater participation of residents, enable civil society organisations, and increase trust in local governance overall.

Open access to decision making in the Bilshivtsi community (Ivano-Frankivsk region)
Following residents’ requests, the 2 000-inhabitant community implemented an initiative to increase its digital presence. With the Congress’s support, it updated its YouTube channel, and launched a new official website and social media profiles. In addition, the Golos (“Voice”) e-voting tool and livestreaming equipment have been put in operation to ensure transparency in village council meetings.
This initiative improved transparency on the part of the community’s authorities through communication channels and e-governance tools which facilitate citizen participation in decision-making.

‘Anthill’ co-creation centre in Dunaivtsi (Khmelnytskyi region)
Thanks to the support of the Congress, the community has renovated and equipped the co-creation centre ‘Anthill’, and professional mentors were engaged to conduct activities.
The centre serves as an important venue for diverse social groups to collaborate, engage and realise their creative potential, with a focus on integrating IDPs into community life. Among others, the centre hosts social and cultural events dedicated to gender equality and the integration of IDPs, activities around mental health, ceremonies to commemorate fallen heroes, and meetings of the councils of IDPs and youth. It also organised activities enabling children and adults to boost their creativity (e.g., 63 schoolchildren participated in a contest to design the centre’s logo).

Towards a corruption-free community in Fastiv (Kyiv region)
This initiative focuses on preventing corruption and enhancing transparency through community engagement, education and feedback mechanisms.
Fastiv launched an awareness-raising campaign among its residents about anti-corruption. Following consultations with community members, experts and representatives of the civil society, law enforcement and the National Agency on Corruption Prevention, the community devised an Anti-Corruption Code. It also launched the "Anti-Kor" chatbot for reporting and supporting the handling of alleged corruption cases and risks, and organised trainings on anti-corruption methods and whistleblower protection mechanisms.
This initiative was a successful means to improve transparency and trust in local government.

Public participation in Kamianets-Podilskyi (Khmelnytskyi region): from book pages to innovation works
Creating an innovative space within the municipal library, the local government and residents in Kamianets-Podilskyi have benefitted from an increased interaction and cohesion.
The community transformed its municipal library into a space where citizens, local authorities and businesses engage in open dialogue, co-operation and partnership building. The community renovated and re-equipped the space with material such as 3D printers, and the venue is used for educational and cultural events.
More than 300 people have been involved in project activities to boost civic participation, such as participatory budgeting, online consultations and e-petitions. The library also receives students as part of educational excursions, and has become an esteemed meeting place for residents, including IDPs.

Establishment of a local democracy engagement hub in Kyiv
The Kyiv City Council created the "Educational Centre" aimed at engaging the least represented groups, such as youth, women and internally displaced persons, in local policy and decision making. Holding interactive educational events on policy making, the centre notably enables the Kyiv City Youth Council to engage and co-operate with authorities.
The centre contributes to strengthening the dialogue between residents and local authorities for the development of the capital, engaging underrepresented groups and IDPs in decision making.

Community Centre for veterans and their families in Poltava
The Poltava City Council established the “Poltava Veterans’ Centre” to address issues related to veterans’ social integration and return to civilian life. The centre, which welcomed its first visitors in mid-2024, handles inquiries from veterans, military personnel, their relatives and fallen defenders of Ukraine on legal matters, employment and vocational training, social benefits, as well as physical and psychological rehabilitation, support in locating missing persons, and leisure activities. The centre holds awareness-raising events, presentations, lectures and workshops.

Solidarity School in Shpola (Cherkasy region)
The town of Shpola established the “School of Solidarity”, which organises lectures, seminars and workshops to familiarise residents with their rights and related opportunities, and acts as a platform of communication and co-operation with the local government. Activities are in particular intended for internally displaced women and youth, notably with a focus on integration and community cohesion.
The municipality introduced a school participatory budget and supported the relaunch of the Youth Council, an advisory body whose members will contribute to developing and implementing youth policy at the local level.

E-Ternopil: introducing open government at local level
The Ternopil community has introduced a modernised information platform in the e-Ternopil mobile app. Called the “Citizens' portal”, the platform promotes e-democracy, providing residents with online access to a range of municipal services. Thanks to this initiative, administrative services such as obtaining civil status documents, or social housing and utility services, are now digitalised. Services are provided to both citizens and businesses, and the app also includes interactive maps, notifications on important events or emergencies, and the ability to track public transport in real time.

Sustainable development of rural areas in Zviahel (Zhytomyr region)
The municipality of Zviahel created a youth-inclusive space "Youth Acts" – a platform encouraging youth, IDPs and other vulnerable groups to participate in community life, as well as promoting social activism. Through one of the Youth Acts’ activities on school budgeting, students were for instance able to vote on projects they wished to see implemented, and to exchange ideas on how to develop and implement them.
This initiative contributes to increasing trust in local authorities, as well as improving residents’ emotional well-being.
