On 24–25 June 2026, staff members of the Department of Monitoring Social and Economic Rights of the Secretariat of the Ukrainian Parliament Commissioner for Human Rights participated in the seminar "The European Social Charter and modern challenges in ensuring social and labour Rights in Ukraine".

Through enhanced knowledge of the European Social Charter provisions and the case law of the European Committee of Social Rights, the staff of Ombudsperson Secretariat improved their capacity to monitor and protect social and economic rights and to contribute to effective parliamentary oversight amid the challenges of Russia's war against Ukraine, labour market transformation, and ongoing alignment of legislation with European standards.

During the two-day seminar, participants explored the key provisions of the European Social Charter concerning the rights of people with disabilities, equal opportunities and equal treatment in employment, and work-life balance. They also discussed the prospects for implementing these standards in Ukrainian legislation and examined their practical application through in the context of the draft Labour Code of Ukraine. Particular attention was given to the procedures for ratifying the Charter's Additional Protocol providing for a system of collective complaints. The sessions were delivered by the national consultants of the Council of Europe, Ms Alla Fedorova, Ms Yana Simutina, and Mr Mykhailo Shumylo.

The event was held with the support of the Council of Europe project  “Strengthening the social dimension in Ukraine” implemented within the Council of Europe Action Plan for Ukraine "Resilience, Recovery, Reconstruction" for 2023-2026. The Project aims to ensure that general public and people from vulnerable groups, including war-affected population in Ukraine, benefit from targeted social protection and support.
