Ukraine discusses priorities after the publication of GREVIO’s report

On 7 October 2026, a hybrid event in Kyiv and online presented GREVIO’s Baseline evaluation report on Ukraine’s implementation of the Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence (the Istanbul Convention). More than 50 representatives of public authorities, civil society and international organisations took part.

The report highlighted challenges including uneven access to support services, gaps in data and monitoring, and inconsistent application of legislation. Participants emphasised the need to ensure protections work effectively for people affected by violence, wherever they live.

Alongside discussing the report’s findings, participants proposed priorities for follow-up: improving data collection and monitoring, strengthening perpetrator programmes and professional training, expanding support for victims, and developing sustained prevention work. They called for the findings to inform the state programme on preventing domestic and gender-based violence and a joint implementation roadmap.

This event was organised in joint effort of the Ministry of Social Policy, Family and Unity of Ukraine and the  Human Rights Compliance of the National Police of Ukraine, within the framework of the project Combating Violence against Women in Ukraine - Phase III (COVAW-III) which is part of the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” 2023-2026.
