On 20 February 2026, 29 Ukrainian civil servants participated in the kick-off meeting marking the launch of the Ukrainian adaptation of the HELP course on gender equality and gender mainstreaming.

The course is designed to provide participants with comprehensive foundational knowledge of gender equality and gender mainstreaming, tailored to the specific needs of Ukrainian stakeholders. It presents both national and international legal frameworks, policy standards, and key reference documents, most notably specific Council of Europe conventions, Committee of Ministers recommendations, relevant case-law of the European Court of Human Rights and the Gender Equality Strategy.

Delivered in an interactive format, the programme combines reference materials, expert video lectures, practical exercises, case studies, and knowledge-assessment quizzes. This structure ensures that participants not only strengthen their theoretical understanding but also develop practical skills and hands-on experience in integrating a gender equality perspective into their daily professional activities.

Live discussion forums form an integral part of the course, enabling participants to engage directly with tutors, exchange insights, and share experiences with colleagues from across different regions of Ukraine.

The course has been developed through a joint effort of the Council of Europe Gender Equality Division, the Directorate of Human Resources, the Human Rights Education for Legal Professionals (HELP) Programme, and the project “Combating Violence against Women in Ukraine - Phase III”.
