The Council of Europe project “Strengthening the social dimension in Ukraine” provided organisational support to the Department for Monitoring the Observance of Social and Economic Rights of the Secretariat of the Ukrainian Parliament Commissioner for Human Rights in conducting monitoring visits to institutions and bodies responsible for implementing state policy on the employment of people with disabilities in the Lviv and Ternopil regions.

In August 2026, employees of the Commissioner’s Secretariat visited the relevant territorial bodies of the Pension Fund of Ukraine, regional employment centres, branches of the Fund for Social Protection of Persons with Disabilities, as well as social protection authorities. Another monitoring visit is planned for September 2026.

During the visits, the monitoring teams examined the implementation of state policy on the employment of people with disabilities, the procedures for providing administrative and social services, the functioning of the Centralised Data Bank on Disability Issues, as well as interdepartmental cooperation aimed at ensuring the right of people with disabilities to work.

The monitoring visits identified a number of systemic issues requiring further regulatory and organisational measures. Based on the findings, reports on the identified challenges and recommendations for addressing them will be prepared, including recommendations on improving the regulatory framework and strengthening interdepartmental cooperation.

The monitoring visits were conducted with the support of the Council of Europe project “Strengthening the social dimension in Ukraine”, implemented within the framework of the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” for 2023-2026. The Project aims to ensure that general public and people from vulnerable groups, including war-affected population in Ukraine, benefit from targeted social protection and support.
