Training manual for training under the Model General Short-Term Advanced Training Programme for Civil Servants and Local Self-Government Officials “Participatory Youth Policy”

On 25 August 2025, the second educational and practical course “Participatory Youth Policy” was launched with an online inaugural meeting for trainers representing providers of professional training for civil servants and local self-government officials.

The course is organised by the Council of Europe project “Youth for Democracy in Ukraine: Phase IV” in co-operation with the Ministry of Youth and Sports of Ukraine.

The aim of the course is to enhance the professional competencies of trainers of providers to implement training for civil servants and local self-government officials based on the Model General Short-Term Professional Development Programme “Participatory Youth Policy’.

A total of 21 trainers are expected to be trained within within the framework of the course.

The educational and practical course “Participatory Youth Policy” includes:

  • Online learning
  • In-person training of trainers
  • Mentoring and expert support
  • Implementation of advanced training programmes for civil servants and local self-government officials by the trained trainers
  • A consolidation meeting to analyse and evaluate the outcomes of implemented advanced training programmes

As a reminder, in 2023-2024, the Council of Europe project “Youth for Democracy in Ukraine: Phase III” in co-operation with the Ministry of Youth and Sports of Ukraine and the Ukrainian Youth Councils Association developed and implemented the first educational and practical course “Participatory Youth Policy”. As part of the course, the Project created a training manual (in the Ukrainian language), conducted training of trainers, prepared a series of videos on youth participation practices and provided mentoring and expert support to the trainers team in the preparation and implementation of trainings at the regional and local levels, held a consolidation meeting and  a public presentation of the key achievements of the programme. As a result of these efforts, in 2024 trained trainers in Ukraine implemented 21 advanced training programmes for 611 civil servants, local self-government officials, scientists and educators. Between January and August 2025, a further six advanced training programmes were implemented for 259 civil servants and local self-government officials.
