The new Council of Europe HELP course on international humanitarian law and human rights will be presented in Kyiv

On April 15, a new Council of Europe HELP course on "International Humanitarian Law and Human Rights" will be presented in Kyiv at the conference jointly organised by the Council of Europe Project  "HELP (Human Rights Education for Legal Professionals) for Ukraine, including during wartime" and the Supreme Court. 

The new free online HELP course provides a legal framework which seeks to limit the effects of armed conflict, to prevent human rights violations and to minimise human suffering. The course focuses on the interplay between International Humanitarian Law and International Human Rights Law in times of conflict.

Among the main objectives of the course are: to help legal professionals better understand the legal framework of international humanitarian law applicable in situations of armed conflict and occupation, which aims to limit the effects of these conflicts;  learn about the related standards of international human rights law, in particular the European Convention on Human Rights, the  application of which does not cease during the armed conflicts, as confirmed by the International Court of Justice and the European Court of Human Rights; understand how the two branches of law interact and complement one another.

The Council of Europe’s Human Rights Education for Legal Professionals Programme, has developed an online course  under the Project "HELP (Human Rights Education for Legal Professionals) for Ukraine, including during wartime".

A group of authors includes  renowned international experts Stéphanie Bourgeois, Patrycja Grzebyk, Nobuo Hayashi, Nataliia Handel with the participation of ECHR Judge Mykola Gnatovskyy as the coordinator of the group.
