The Council of Europe experts analyse the financing of the judiciary in Ukraine

Nowadays in Ukraine there is a problem of inadequate financing of courts and judicial authorities. Local and appellate courts from different regions of Ukraine lack funds to pay fees to court staff, send the postal items, purchase paper, and so on. This situation has an appropriate effect on ensuring access to justice guaranteed by the Constitution of Ukraine and Article 6 of the European Convention on Human Rights.

With the aim of providing an expert assistance in identifying measures to be necessary to ensure access to court in the context of limited public funding within the framework of the Council of Europe projects “Support for judicial institutions and processes to strengthen access to justice in Ukraine” and “Further support for the execution by Ukraine of judgments in respect of Article 6 of the European Convention on Human Rights” the analysis of the financial state of the judiciary in Ukraine is carried out. This analysis is carried out by the experts of Ernst & Young LLC. With the aim of ensuring the effectiveness of this analysis the experts have been already conducted the online consultations with the representatives of the Ministry of Finance of Ukraine, the State Court Administration of Ukraine, the representatives of courts from different instances and different jurisdictions.

Based on the results of these consultations, the project experts, in particular, will prepare an analytical report, which will provide recommendations on measures to be taken to reduce the shortage of financial resources and improve access to justice in Ukraine.
