The Conclusions 2025 focus on specific provisions relating to just conditions of work, safe and healthy working conditions, fair remuneration, the right to organise and bargain collectively, and equal opportunities for women and men in employment.

The Conclusions on Ukraine cover 10 situations and contain 1 conclusion on conformity and 9 conclusions on non-conformity with the requirements of the Charter. The European Committee of Social Rights took into consideration the national report submitted by the Ministry of Social Policy of Ukraine, together with the alternative report submitted by the Secretariat of the Parliament Commissioner for Human Rights.
The European Committee of Social Rights is a monitoring body in the European Social Charter system. The function of the European Committee of Social Rights is to rule on the conformity of the situation in States with the European Social Charter. In respect of national reports, it adopts conclusions; in respect of collective complaints, it adopts decisions. Non-conformity conclusions highlight important aspects that require further attention and adjustments to achieve full compliance with the standards of the European Social Charter.
The Committee notes the particular challenges faced by Ukraine as a result of the Russian war of aggression. The Committee recalls that the current crisis caused by the Russian Federation’s military aggression against Ukraine should not have as a consequence the reduction of the protection of the rights recognised by the Charter, both within Ukraine and beyond its borders, and that the States Parties to the Charter are bound to take all necessary steps to ensure that Charter rights are effectively guaranteed at all times, including, where necessary, through international assistance and cooperation.
The Council of Europe project “Strengthening the social dimension in Ukraine” is implemented within the Council of Europe Action Plan for Ukraine "Resilience, Recovery, Reconstruction" for 2023-2026. The Project aims to ensure that general public and people from vulnerable groups, including war-affected population in Ukraine, benefit from targeted social protection and support.
