On 23 October 2025, on the eve of the Second International Forum of Agglomerations of Ukraine, representatives of local communities from six regions took part in a peer-to-peer exchange visit in Lviv dedicated to metropolitan governance and inter-municipal co-operation.
The visit was organised by the Council of Europe Project “Strengthening multilevel governance and local democracy to support Ukraine's recovery” in co-operation with the Association of Local Authorities “Lviv Agglomeration.”
Participants learned about the organisational model and strategy of Lviv Agglomeration, discussed tools for joint development, and explored successful examples of co-operation among neighbouring communities. Key topics included mobility, solid waste management, and culture and tourism.
The programme of the event included meetings at the Lviv City Council with Mayor of Lviv Andriy Sadovyi, who emphasised the importance of joint action among communities for sustainable development and recovery, and site visits in Zhovkva, where participants observed ongoing projects such as the reconstruction of the M-7 highway and a joint cycling infrastructure initiative.
Participants also visited the rehabilitation centre “Unbroken”, highlighting the social dimension of metropolitan governance and the importance of inclusive recovery.
The peer visit provided an opportunity to strengthen partnerships between Ukrainian communities and to promote good multilevel governance as a foundation for resilience and recovery.
The event is held with the assistance and support of the Council of Europe Project “Strengthening multilevel governance and local democracy to support Ukraine’s recovery”, implemented within the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” for 2023-2026 by the Centre of Expertise for Multilevel Governance at the Congress of Local and Regional Authorities.
