Strengthening the digital competencies of SSU trainers with the support of the Council of Europe

Between September and December 2025, 71 trainers from the Security Service of Ukraine (SSU) took part in a training programme on digital skills development organised by the Council of Europe. The completed course is the third and the most advanced of those planned for 2025.

The programme was a logical continuation of the Council of Europe's long-standing cooperation with the SSU in the field of professional training. Previously, the SSU Academy's online in-service staff training portal was launched, and training courses for trainers on modern approaches to adult education were conducted. The current stage focuses on deepening the practical skills necessary for the independent preparation of high-quality digital training content.

SSU trainers of various specialisations took part in the programme. The training helped them master tools for analysing and structuring data, effectively designing documents, diagrams and instructions for work processes, organising team interaction, managing digital materials and building a secure working environment in cloud services. Particular attention was paid to the practical use of automation and analytics tools to optimise work.

An important outcome of the programme was the development and recording of a series of video lectures covering the key components of intermediate and advanced digital competence courses. Topics include advanced document editing and design, logical tools for working with structured data, teamwork management, process modelling, the use of business analytics tools, and the preparation of materials for stakeholder engagement. The video lectures will form the basis of new modules on the online in-service staff training portal and ensure the continuity of the learning process.


Support in this area is a part of  the Council of Europe  project “Strengthening Ukrainian Law Enforcement Agencies During War and Post-War Period – Phase II”. The Project is being implemented within the framework of the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” for 2023-2026 in cooperation with the Security Service of Ukraine, the State Bureau of Investigation and the National Police of Ukraine.
