The Council of Europe Project "Fostering Human Rights in the Criminal Justice System in Ukraine – Phase II", in cooperation with the Council of Prosecutors of Ukraine and the Qualification and Disciplinary Commission of Prosecutors, has launched a series of interregional round tables for prosecutors of regional and district prosecutor's offices.

The first event in this series took place on 24 April 2026 and was dedicated to the topic: "Current Issues of Disciplinary Liability and Appeals: Practice of the Qualification and Disciplinary Commission of Prosecutors and Recruitment to the Prosecution Service".

The round table brought together prosecutors from Vinnytsia, Odesa, Mykolaiv and Kherson oblasts, who shared practical challenges arising in their day-to-day work. In an open-dialogue format with representatives of prosecutorial self-governance bodies, participants discussed complex aspects of disciplinary proceedings and approaches to addressing them.

Particular attention was paid to the grounds for disciplinary liability of prosecutors and the provision of procedural guarantees in disciplinary proceedings. The Council of Europe National Consultant Volodymyr Petrakovskyi stressed the importance of a clear definition of such grounds and adherence to due procedures as key elements of a fair disciplinary process.

Participants noted that, in the context of the ongoing reform of the prosecution service in Ukraine, issues of disciplinary accountability and transparent recruitment procedures are of particular relevance. The series of interregional round tables aims to strengthen professional dialogue, harmonise approaches to the application of disciplinary procedures, and promote further improvement of the functioning of the prosecution service of Ukraine.

The event was organised under the Council of Europe Project "Fostering Human Rights in the Criminal Justice System in Ukraine – Phase II", which forms part of the Council of Europe Action Plan for Ukraine "Resilience, Recovery and Reconstruction" 2023–2026.
