A procurement of IT equipment and software has been carried out with delivery to the State Department for the Execution of Criminal Sanctions of Ukraine and the State Institution "Centre of Healthcare of the State Criminal Executive Service of Ukraine". The supplied equipment addresses three concrete priorities.
Computer and multimedia equipment has been provided to 17 pilot prisons implementing DECOPRIS rehabilitation programmes, directly supporting resocialisation activities and more effective preparation of prisoners for release.
Following specialised training on the Istanbul Protocol, 92 photo cameras and computer equipment kits have been supplied to all medical institutions within the penitentiary system. This equipment is already actively in use, enabling standardised documentation of bodily injuries — a vital step in identifying and preventing ill-treatment in detention.
In response to damage caused by the war of aggression, 30 units of computer equipment have been procured to replace systems used for prisoner risk assessment that were lost or destroyed due to air strikes, alongside 47 PTT (Push-To-Talk) communication devices to support internal coordination and operational stability.
On 6 May 2026, a ceremonial handover marked the formal transfer of the equipment to the receiving institutions, highlighting the project's tangible contribution to strengthening Ukraine's penitentiary system in line with international human rights standards.
The Council of Europe project “Towards More Humane Conditions of Detention and Reduced Reoffending in Ukraine” (DECOPRIS) is implemented within the framework of the Council of Europe’s Action Plan for Ukraine “Resilience, Recovery and Reconstruction” (2023–2026). DECOPRIS aims to enhance the protection of prisoners’ rights by improving prison management practices and advancing rehabilitation efforts.
