Strengthening democratic stability through social rights: Ukraine and the Republic of Moldova advance reforms for social justice

On 18 March 2026 (16:00 – 17:30), a side event “Social Rights – Pillar for Democratic Stability and Resilience for the Republic of Moldova and Ukraine” will take place in Chisinau, Republic of Moldova on the margins of the High-Level Conference on Social Rights: the European Social Charter.

The event is organised by the Council of Europe in cooperation with the Ministry of Social Policy, Family and Unity of Ukraine and the Ministry of Labour and Social Protection of the Republic of Moldova, and it will bring together high-level representatives from the Council of Europe, the Republic of Moldova, Ukraine, and other member states.

The event aims to advance dialogue, knowledge exchange, and regional cooperation among Council of Europe member states on reinforcing democratic resilience, social cohesion, and public trust through the effective implementation of European social rights standards, particularly the European Social Charter.

It will identify and promote best practices in adapting social protection legislation, governance models, and inclusive policies at the national level, with a focus on supporting people in vulnerable situations and responding to crisis contexts such as conflict, displacement, and socio-economic transitions.

Furthermore, the event will explore practical steps undertaken by Ukraine and the Republic of Moldova to expand inclusive, sustainable social protection and community-based services, and discuss how such initiatives can strengthen democratic stability and institutional trust.

For online participants, a confirmation e-mail with the ZOOM link will be sent to all registered participants on 16 March 2026.  Working languages of the side event will be Ukrainian, Romanian and English. Organisers will ensure the simultaneous interpretation.
