Provision of international consultancy services in the field of human rights in the context of displacement, migration, asylum, and return: CoE call for tender

The Council of Europe is looking for 75 Providers with a particular expertise on legislative and regulatory framework on displacement, migration, asylum, and return; legal and judicial practice in the context of displacement, migration, asylum, and return; human-rights based approach and relevant institutions in the context of displacement, migration, asylum, and return; and on access to justice, rights and services for displaced persons, migrants, refugees, and returnees.

The Council of Europe provides expertise and technical assistance to its member states through co-operation projects and activities aimed at the protection of human rights of persons in the context of displacement, migration, asylum, and return.

The co-operation projects and activities of the Human Rights and Justice Co-operation Department focus on strengthening the capacities of, among others, migration and asylum authorities, lawyers and legal professionals, judiciary, as well as national human rights/Ombudsman institutions and civil society organisations to (a) build human-rights based asylum and migration systems; (b) advance the legal and regulatory framework in the context of displacement, migration and asylum; (c) enhance legal practice and mechanisms to effectively respond to the needs of displaced populations in line with European and international standards, and (d) facilitate access the human rights and essential services for the displaced populations.

The Council of Europe is looking for 75 Providers with a particular expertise on legislative and regulatory framework on displacement, migration, asylum, and return; legal and judicial practice in the context of displacement, migration, asylum, and return; human-rights based approach and relevant institutions in the context of displacement, migration, asylum, and return; and on access to justice, rights and services for displaced persons, migrants, refugees, and returnees.

The Contract resulting from this international public call for tenders will be available for use by all entities within the Council of Europe.

This Contract is currently estimated to cover up to 600 activities, to be held by 31 December 2029.
