Participatory Youth Policy: Training in Poltava Region

29 civil servants and local self-government officials of the Poltava region developed competencies in participatory youth policy at the Poltava Regional Centre for Advanced Training.

Training on the Model general short-term programme “Participatory Youth Policy” March was conducted by Olena Babenko, programme trainer, PhD in Economics, deputy of the Poltava Regional Council from 6 to 11 March 2025.

Within the framework of the training, a thematic meeting “Ensuring youth participation in the formation and implementation of youth policy at the local, regional and state levels. Youth work and non-formal education to ensure youth participation” was conducted.

This year, Alina Syvokin, Head of the Department of Education and Youth of the Novogaleshchynska Village Council, and Maryna Mikheieva, Head of the Youth Council at the Novogaleshchynska Village Council, were invited to participate in one of the classes.

“The choice of guests was obvious, because it was these students, having completed advanced training courses on the same topic last year, who initiated the creation of the Youth Council in their community. They shared this practical experience”, said Olena Babenko.

As a reminder, In 2023 the Council of Europe together with partners – the Ministry of Youth and Sports of Ukraine, the National Agency of Ukraine on Civil Service, the Ukrainian Youth Councils Association – developed and launched the first in the country training programme on participatory youth policy. Within the framework of the Programme, the Council of Europe improved the competencies of 22 teachers from 11 regions of Ukraine to implement the training programme at the regional and local levels.

In 2024 trainers trained by the Council of Europe implemented 21 programmes in Ukraine for 611 civil servants and local self-government officials.

The National Agency of Ukraine on Civil Service recommends that subjects providing educational services in the field of professional development training (providers) develop general professional development programmes for civil servants and local self-government officials on participatory youth policy based on the Model Programme.
