The Council of Europe project “Youth for Democracy in Ukraine: Phase IV” in co-operation with the Ministry of Youth and Sports of Ukraine and the National Agency of Ukraine on Civil Service invites to presentation of the professional development programme “Participatory Youth Policy” on 22 October 2026 from 10:00 to 11:30 in online format.
The purpose of the event is to get acquainted with the results of the implementation of the professional development programme “Participatory Youth Policy” in 2025-2026, its impact on young people and discuss the possibilities of implementing the programme in the coming years. The developed educational resources and experience in the implementation of advanced training programmes for civil servants and local self-government officials based on the Model Programme “Participatory Youth Policy” at the local, regional and national levels in Ukraine will be presented.
Representatives of subjects providing educational services in the field of professional development of civil servants and local self-government officials (providers), structural units responsible for youth policy, youth councils, youth centres of all levels are invited to participate.

On 18 September 2023, the National Agency of Ukraine on Civil Service approved a Model general short-term professional development programme “Participatory Youth Policy”.
The purpose of the Model Programme is to increase the level of professional competencies of civil servants and local self-government officials to ensure youth participation in the formation and implementation of youth policy, taking into account the standards and approaches of the Council of Europe.
The National Agency of Ukraine on Civil Service recommends that subjects providing educational services in the field of professional development training (providers) develop general professional development programmes for civil servants and local self-government officials on participatory youth policy based on the Model Programme.
In 2023-2024, the Council of Europe project “Youth for Democracy in Ukraine: Phase III” in co-operation with the Ministry of Youth and Sports of Ukraine and the Ukrainian Association of Youth Councils developed and implemented the first educational and practical course “Participatory Youth Policy”.
As part of the course, the Project created a training manual (in the Ukrainian language), conducted three training of trainers in 2023, 2025 and 2026, prepared a series of videos on youth participation practices and provided mentoring and expert support to the trainers team in the preparation and implementation of trainings at the regional and local levels, held a consolidation meeting and a public presentation of the key achievements of the programme.
Thanks to these efforts, in 2024-2026, trained trainers in Ukraine implemented 42 advanced training programmes for 1342 civil servants, local self-government officials, scientists and educators.
