From 1 to 12 September 2025, 14 investigators and operatives from the State Bureau of Investigations took part in a training course on crime scene investigation and evidence collection using aerial video surveillance, organised by the Council of Europe. The programme was aimed at improving qualifications and developing skills in the use of unmanned aerial vehicles (UAVs) to document war crimes and other crimes.

The use of UAVs opens up new opportunities for investigators and operatives: from remote surveying of areas in dangerous or inaccessible conditions to the creation of high-precision photo and video materials. Aerial video recording not only allows for the rapid recording and systematisation of large amounts of data, but also enables the creation of three-dimensional models of terrain or objects that can be used during investigations without having to return to the scene. This makes work more efficient, safer and more transparent.

The course programme combined theoretical classes and practical exercises. Certified trainers – experts from the Council of Europe – taught participants how to operate UAVs, take photos and videos, and select the optimal settings depending on the situation. Special attention was paid to the rules for recording, storing and properly using the collected materials in the course of investigative activities. As a result, participants gained a comprehensive understanding of how to integrate new technical capabilities into the daily work of the SBI departments.

The training was organised by the Council of Europe within the framework of the project “Strengthening Ukrainian Law Enforcement Agencies During War and Post-War Period – Phase II” (Project) in cooperation with the State Bureau of Investigations. The Project is being implemented within the framework of the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” for 2023-2026 in cooperation with the State Bureau of Investigations, the National Police of Ukraine and the Security Service of Ukraine.
