In 2024, the Council of Europe launched the training course “How to become a social service provider?” supporting organisations and professionals in joining Ukraine's social service delivery system. The course was developed by the Social Synergy CSO with the support of the Council of Europe.

Between 2024 and 2026, a number of changes were introduced to the relevant legislation and by-laws. As a result, the course materials have been updated to reflect the current regulatory framework. The course can be accessed online by everyone interested: https://socsynergy.org.ua/courses/social-service-provider (in Ukrainian only).

As part of the update, all 10 course modules were revised to reflect the latest legislative changes, including the updated Classifier of Social Services, categories of persons entitled to receive free social services, case management, multidisciplinary teams, and tax aspects of service provision. A new module, “Changes in Legislation 2024–2026”, was added, while the video materials were updated, supplemented with subtitles and Ukrainian Sign Language interpretation, making the course more accessible.

The course provides practical guidance on joining Ukraine’s social service provision system. It supports the registration of providers in the Register of Providers and Recipients of Social Services, contributing to the quality, accessibility and sustainability of social services.

The course was updated in the framework of the Council of Europe project "Strengthening the social dimension in Ukraine" which is implemented within the framework of the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” for 2023-2026. The Project aims to ensure that general public and people from vulnerable groups, including war-affected population in Ukraine, benefit from targeted social protection and support.
