On 15 May 2026 in Kyiv, 20 representatives of the Office of the Military ombudsperson participated in a facilitated session organised by the Council of Europe, aimed at strengthening institutional capacity for the effective protection of the rights of military personnel.
During the session, participants:
- Conducted a comprehensive review of existing procedures for handling complaints concerning alleged violations of the rights of military personnel.
- Identified institutional strengths, operational challenges, and areas requiring further procedural development.
- Developed practical approaches and initial algorithms to enhance the timeliness, consistency, and effectiveness of complaint-handling processes.
- Formulated draft rules and protocols to strengthen internal communication, team cooperation, and organisational resilience.
Through facilitated analytical and strategic planning methodologies, the session supported the development of a more coherent and comprehensive institutional framework for rights protection within the armed forces. It also marked an important step in supporting the continued development of the newly established Office of the Military Ombudsperson in line with Council of Europe standards and relevant human rights instruments.
The event was organised within the framework of the Council of Europe project “Rights of Veterans and Personnel of Armed Forces in Ukraine”, implemented under the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” 2023–2026.
