Equipment from the Council of Europe helped to improve IDPs' access to services in four regions

In 2025, the Council of Europe project "Facilitating Access to Human Rights and Essential Services for Internally Displaced Persons and Returnees at the community level" provided computer equipment and software to the municipal non-profit enterprise "Center for Primary Health Care" of the Lyubotyn City Council, Kamianets-Podilskyi City Council, Gorokhiv City Council, and Varvyn Center for Social Services.

14320 people were assisted by the use of the digital tools, equipment, and software provided by the Project to communities (gromadas), 46% of them are IDPs. 

Enterprises and institutions reported on its use.

The Gorokhiv City Council equipped remote workplaces in four starosta districts. Registration of subsidies, benefits, social payments, registration of real estate, damaged property as a result of hostilities was carried out many times faster. In May-June 2025, the equipment helped 490 people access services. Among them are 25 IDPs. 

Equipment from the Council of Europe helped to create 2 places for self-service of citizens in the waiting area, as well as 2 workplaces for administrators in Kamianets-Podilskyi City Council.

The most popular services among IDPs were: issuing a certificate, registering a report on damaged property, submitting an application for payment of assistance for the restoration of housing, generating an extract from the registration of the place of residence, issuing an extract from the information system on the treatment of prisoners of war, generating certificates OK-5 and OK-7, etc. In May-June, 83 IDPs received such services.

10 workplaces updated with equipment in the Center for Primary Health Care of the Lyubotyn City Council made it possible to receive medical services for 6375 IDPs for April-May 2025: declaration, execution of documents for the MSEC, obtaining an extract, certificate, referral. The time of access to services has been reduced from 30 to 20 minutes.

The Varvyn Center for Social Services with the help of computer equipment updated the workplaces in the social work service, a specialized service and made it possible to work a mobile team.  The time of access to services has been reduced by 15 minutes. The center's specialists received free access to the Unified Information System of the Social Sphere. 150 IDPs received the services of social work specialists.
