On 5 December 2025, CyberUA held its Steering Committee meeting and brought together key national partners, including representatives from the Supreme Court, the Ministry of Foreign Affairs, the Security Service of Ukraine, the State Bureau of Investigation, the Office of the Prosecutor General, the Prosecutor's Training Centre and the Cyber Police Department of the National Police of Ukraine.
The meeting provided an opportunity to review the project’s achievements in 2025 and to outline priorities for the year ahead.
In the assessed period the project delivered some 25 capacity building activities delivered in multiple formats covering approximately 500 Ukrainian professionals including prosecutors, investigators, judges, cyber experts, journalists and civil society representatives.
The project also supported the preparation of 2 analytical reports, one providing an overview of international humanitarian law with respect to cyber operations and cyber-attacks, and the other offering guidance for Ukraine on compliance with international standards on cybercrime and crimes of aggression. In addition, support was provided in alignment of the national legislation with international standards, including the Convention on Cybercrime (Budapest Convention) and its Second Additional Protocol.
For 2026, the project will continue to focus on strengthening the capacity of law enforcement authorities to investigate war crimes and to handle electronic evidence also by supporting the harmonization of the domestic legislation and procedures.
The CyberUA project was launched in 2024 and operates under the strategic framework of the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” (2023–2026) and is implemented by the Cybercrime Programme Office (C-PROC) in close cooperation with the Council of Europe Office in Kyiv.
