The Council of Europe reaffirmed its continued support to the Qualification and Disciplinary Commission of Prosecutors (QDCP) during a ceremony marking the completion of the competition for the appointment of prosecutor-trainees to positions in district prosecutor’s offices. The Deputy Head of the Council of Europe Office in Ukraine took part in the event, which brought together high-level representatives of Ukrainian institutions and international partners.

On 15 September, 121 prosecutor-trainees selected positions through an innovative and transparent format, highlighting the importance of open, transparent and merit-based competitive procedures for the appointment of prosecutors and the key role of the QDCP in ensuring fair and professional selection procedures.

The event was attended by the Ukrainian Parliament Commissioner for Human Rights, the Head of the National Agency on Corruption Prevention, a Member of the Parliament of Ukraine and representatives of international partners, who highlighted the importance of transparent and merit-based recruitment and recognised the work of the QDCP in this area.

The Council of Europe remains a consistent and committed partner of the QDCP in supporting the reform of the prosecution service in Ukraine, with a particular focus on strengthening professionalism, independence, accountability and compliance with European standards.

Background: The Council of Europe, jointly with the Pravo-Justice project and Ukrainian national authorities, conducted and presented a functional audit of Ukraine’s prosecutorial self-governing bodies – the Council of Prosecutors of Ukraine and the Qualification and Disciplinary Commission of Prosecutors. The audit was carried out in the context of the implementation of the Rule of Law Roadmap and provides recommendations aimed at strengthening the institutional capacity and effectiveness of prosecutorial self-governance.
