A functional audit of the prosecutorial self-governance bodies — the Council of Prosecutors of Ukraine and the Qualification and Disciplinary Commission of Prosecutors — has been presented.
The presentation took place in Kyiv on 12 May. During the event, the expert team presented the key findings and recommendations and discussed further steps for their implementation.
Among the key findings of the report is the need to strengthen the institutional capacity and autonomy of both bodies in financial, human resources, administrative and technical matters.
Particular attention is also given to improving the procedures for selecting members of prosecutorial self-governance bodies, introducing clear criteria for evaluating candidates, strengthening safeguards for independence, enhancing transparency in decision-making processes, and advancing strategic planning, digitalisation and anti-corruption mechanisms.
Representatives of the Ukrainian authorities and the prosecutorial self-governance bodies expressed gratitude to the international partners for their expert support and underlined the irreversible nature of Ukraine’s European integration course, as well as the importance of further implementing reforms in the prosecution sector in line with European standards.
On behalf of the Council of Europe, Lilja Gretarsdottir, head of Department, Directorate General Human Rights and Rule of Law, Human Rights and Justice Cooperation Department, Council of Europe, reaffirmed the Council of Europe’s continued support to Ukraine and its institutions in the process of justice sector reform.
Asier Santillán, Head of Section for European Integration, Governance, Rule of Law and Civil Society, EU Delegation to Ukraine, and Oksana Tsymbrivska, Team Leader of the EU Project “Pravo-Justice”, emphasised the importance of consistently strengthening the institutional capacity of prosecutorial self-governance bodies and continuing justice sector reforms in line with European standards and Ukraine’s obligations in the framework of the European integration process.
The functional audit of the prosecutorial self-governance bodies was conducted as part of the implementation of Ukraine’s European integration commitments, in particular the Rule of Law Roadmap, by the Council of Europe project “Fostering Human Rights in the Criminal Justice System in Ukraine — Phase II”, jointly with the EU Project “Pravo-Justice”, and in cooperation with the Office of the Prosecutor General, the Council of Prosecutors of Ukraine, and the Qualification and Disciplinary Commission of Prosecutors.
