On 18 August 2026, the youth forum "Generation of Recovery: The Return of Ukrainian Youth and the Development of Human Capital for the Future of Ukraine" was held in Kyiv.  The purpose of the forum was to unite representatives of the state, business, international partners, the educational environment and youth organisations around a common task — the formation of conditions for the development, attraction and return of Ukrainian youth as the key human capital of Ukraine's economic recovery. The forum was organised by the Committee on International Relations, Partnerships and Co-operation of the Youth Council of the Ministry of Economy and Environment of Ukraine in partnership with Education 4U and Swisscontact Ukraine.

Maciej Janczak, Head of the Council of Europe Office in Ukraine, took part in the panel discussion "Youth as Human Capital for Ukraine's Recovery: Public Policy, Participation and International Support". The Head of the Office reaffirmed the Council of Europe's commitment to support Ukraine, in particular through the current largest in the history of the Organiation Action Plan "Resilience, Recovery and Reconstruction" 2023-2026. The Action plan covers more than 30 projects, including youth policy and youth work, local democracy, protection of the rights of internally displaced persons and returnees, protection of children's rights, and other projects. The Head of the Office emphasized the significant role of young people in these areas and expressed confidence that the results of joint work are the basis for the recovery and development of the country.

The Council of Europe project "Youth for Democracy in Ukraine: Phase IV" is being implemented within the framework  of the Council of Europe Action Plan for Ukraine "Resilience, Recovery and Reconstruction" 2023-2026.
