On 17 March 2026, the Council of Europe Project “Protecting the rights of Ukrainian children and ensuring child-friendly justice” in cooperation with the Prosecutor General’s Office and Prosecutors’ Training Centre of Ukraine, organised the Facilitation Session on developing indicators for the Methodological Recommendations on Monitoring of the Implementation of International Standards of Child-Friendly Justice, including interagency cooperation approaches.
The event brought together 21 representatives (offline and online) of prosecutor’s office, investigators, juvenile prevention, children’s services from different Ukrainian regions working with children.
The goal of the Facilitation Session is to present approaches to monitoring and assessment tools at European level and to discuss the scope and number of indicators, taking into account the Joint order of the Prosecutor General’s Office, the Ministry of Internal Affairs of Ukraine, the Ministry of Justice of Ukraine and the Ministry of Social Policy of Ukraine on the Implementation of International Standards of Child-Friendly Justice into practice. This Pilot Project was launched in 2023 in six regions of Ukraine and expanded to 12 regions in 2024. As of July 1, 2025, the Pilot Project is being implemented throughout Ukraine.
Independent monitoring plays a crucial role in ensuring the objectivity, transparency and accountability of the implementation process, while also providing evidence-based insights to improve interagency cooperation and better safeguard the rights and interests of children.

The Council of Europe Project “Protecting the rights of Ukrainian cchildren and ensuring child-friendly justice” is implemented by the Council of Europe in the framework of the Council of Europe Action Plan for Ukraine ‘Resilience, Recovery and Reconstruction’ for 2023-2026.
