Consultative meeting to present priorities and assess needs for the project

In accordance with the Council of Europe Action Plan for Ukraine for 2018-2022, the Council of Europe Office in Ukraine continues to implement the project "Combating violence against children in Ukraine, Phase III", which is a continuation of the previous phase II of the project (implemented between 2020-2021). In April 2022, the Council of Europe, in close cooperation with the Government of Ukraine and relevant stakeholders, adopted amendments to the Council of Europe Action Plan for Ukraine for 2018-2022 in connection with the armed aggression of the Russian Federation, including amendments relating to the protection of children's rights in war conditions.

In order to effectively implement the project and coordinate actions between the partners involved, a coordination meeting was held on 1 June 2022 to present the adjusted workplan, assess the needs in relation to proposed activities and determine further steps. The meeting gathered representatives of the Office of the prosecutor general, the Office of the Verkhovna Rada Commissioner for Human Rights, the Ministry of Social Policy, and the Ministry of Justice, National Police of Ukraine, The National Academy of the Ministry of internal affairs, the National School of judges, as well as leading civil society organisations working to protect the rights of the child.

During the meeting, the project team presented the main areas of activity in accordance with the approved Council of Europe Action Plan for Ukraine. In particular, the following priority topics were presented:

  1. Strengthening the legal, political and institutional framework regarding protection of children from abuse, in the context of the Russian Federation's military attack on Ukraine.
  2. Strengthening the capacity of professionals to respond to cases of violence against children and encourage child-friendly practices, through development and delivery of trainings and resources.
  3. Supporting awareness raising, prevention and Civil Society actions.

During an open discussion with the partners involved, new challenges in connection with Russian aggression and the introduction of martial law in Ukraine were discussed, and the next steps within the project until December 2022 were outlined.
