On 1 April 2026, a roundtable took place in Kyiv dedicated to discussing the effectiveness of constitutional guarantees of legal and social protection for military personnel and veterans during martial law and in the post-war period.

The roundtable was initiated by the Constitutional Court of Ukraine. The event brought together stakeholders in the field of protecting the rights of military personnel and veterans, including representatives of veteran and civil society organisations, the academic community, and military personnel. Participants also included judges of the Constitutional Court of Ukraine, members of the Verkhovna Rada Committee on Social Policy and Protection of Veterans’ Rights, representatives of the Ministry of Social Policy, Family and Unity of Ukraine, the Ministry of Veterans Affairs of Ukraine, the Ministry of Defence of Ukraine, Secretariat of the Ukrainian Parliament Commissioner for Human Rights, the Office of the Military Ombudsperson, employers’ organisations, and the Council of Europe.

During the discussion, participants addressed key challenges in the field of legal and social protection of military personnel and veterans. They also explored expectations of society in general and specialists in the field regarding possible ways to enhance the effectiveness of relevant constitutional guarantees, through the development of constitutional jurisprudence, revision of current legislation and systemic multilateral dialogue.

The roundtable was organised within the framework of the Council of Europe Projects “Further Support to the Constitutional Justice Reforms in Ukraine”, “Rights of Veterans and Personnel of Armed Forces in Ukraine”, and “Strengthening the Social Dimension in Ukraine”, implemented under the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” (2023–2026).
