Congratulations to the first graduates! NAUCS and Council of Europe for the first time issued official certificates of professional development in human resources management in local authorities

On 29 November the Council of Europe completed the piloting of the modern training programme on Human Resources Management in local self-government authorities of Ukraine: the first group of representatives of amalgamated territorial communities received the certificates of the official sample on the improvement of qualification under the program of the thematic short-term seminar "Modern Tools of Human Resources Management in Local Self-Government Authorities".

The seminar lasted for 72 hours and based on a combination of classroom, independent work and monitoring and evaluation activities. It was developed by the experts of the Council of Europe Program "Decentralisation and Local Government Reform in Ukraine" and took into account the tools of the Centre of Expertise of Local Government Reform and provisions of the Laws of Ukraine on local self-government, on service in local self-government and the Concept on Reforming Professional Training System for Civil Servants, Local State Administration Heads, Their First Deputies and Deputies, Local Self-Government Officials, Local Councillors.

The training programme was conducted on the basis of the All-Ukrainian Center for the Training of Civil Servants and Local Self-Government Officials and considered the results of the survey on training needs of local self-government officials in amalgamated territorial communities that was held by the Council of Europe in 2017.
