The Council of Europe project “Supporting the transparency, inclusiveness and integrity of electoral practice in Ukraine” (hereinafter “the Project”), implemented within the Action Plan for Ukraine 2018-2021, is launching a tender procedure for purchase of services on daily data collection and processing of TV broadcasting (national TV channels) during 2019 Presidential elections in Ukraine in order to provide the media monitors with requested materials to be treated with regard to analyzing media coverage of 2019 Presidential elections in Ukraine.

Expected duration of the provided services: 14 January 2019 – 21 April 2019 (tentatively)

All questions shall be submitted by 11:00 on 10 January 2019 (Kyiv time) and shall be exclusively addressed to the email address [email protected] with the following reference in the e-mail subject: “QUESTIONS_8564_2019_10_TENDER_TV_DATA_ COLLECTION”.

Eligibility criteria

• A private entrepreneur duly registered in accordance with Ukrainian legislation, or a duly registered legal person in accordance with Ukrainian legislation, except consortia, having legal grounds to provide the respective services;
• Relevant professional experience in the field of video data (TV broadcasting) collection and processing;
• Relevant technical capabilities to perform simultaneous collection and processing of video data (TV broadcasting) from 9 (nine) Ukrainian national TV channels within the period of validity of the Contract;
• Capacity to meet the required deadlines.

Deliverables

Throughout the duration of the engagement, pre-selected Providers may be asked to provide the following deliverables under the following conditions:

• Collected and processed data (from TV broadcasting) from 9 (nine) Ukrainian national TV channels on a daily basis;
• video data collection and processing to be made during the following time slot: 18:0024:00 (6 hours per day, 7 days per week); 
• period for provision of data collection and processing services: from 14 January 2019 till 21 April 2019 (tentatively);
• the collected and processed data should be available by 9:00 the next day following the day when the collection is made.

For information purposes only, the list of TV channels from which the data collection and processing will be performed may include UA:PBC, 1+1 channel, Inter, Ukraina, ICTV, STB, Pryamyi, 112, NewsOne; the Council of Europe reserves the right to replace any of the specified channels with another national TV channel as the need may arise.

The tenderers are requested to propose the most efficient way of transmitting the collected and processed data to the monitors on a daily basis.

Documents to be provided

• A completed and signed copy of the Act of Engagement (see below);
• Registration documents (scanned copy of originals in Ukrainian);
• Professional profile demonstrating clearly that a tenderer fulfils the eligibility criteria;
• Technical proposal describing: a) the methods / procedure suggested for the collection and processing of data from national TV channels and transmitting the collected/processed data to the monitors; b) technical and human resources capacity to provide the requested services;
• Copy of a bank statement containing bank account details of a tenderer.

All documents shall be submitted in English, save scanned copies of the registration documents.
