The Council of Europe project “Towards More Humane Detention Conditions and Reduced Reoffending in Ukraine (DECOPRIS)” and its component implemented by the Pompidou Group is organising a three-day immersive training for a multidisciplinary prison staff on the Therapeutic Community (TC) programme to be held in Chișinău, Republic of Moldova on 21-23 April 2026.

The deadline for submitting tender proposals is 22 March 2026, 23:59 (Kyiv time).
Tenders must be submitted electronically (with attachments) to the following email address: [email protected] with the subject line: Tender – 557/PG 9197/2026/08.
Tenders addressed to another email address will be rejected.
All questions shall be submitted no later than three (3) working days before the deadline for submission of the tenders and shall be exclusively addressed to the email address [email protected] with the following reference in subject: Questions - Tender - 557/PG 9197/2026/08.
Documents to be submitted:

- One completed and signed copy of the Act of Engagement (see attachments);
- For tenderers subject to VAT: a quote (Pro-Forma Invoice), describing their financial offer, in line with the requirements of section C of the Tender File (see above);
- Registration documents (scanned copies of originals);
- Tenderer’s portfolio describing in detail the tenderer’s experience in provision of services similar to the ones requested in this Tender File (up to 5 pages A-4 with links, photos if relevant);
- Detailed description of the proposed services, including:

- suggested travel routes with timing and type of transport (including photos of vehicles);
- proposed venue;
- proposed hotel accommodation proposal, including links to the hotel website;
- menu for the proposed coffee break, lunch and dinner;
- clear cancellation policy information for all types of services.

- a list of all owners and executive officers;
- registration documents
- description of profile of a maximum of two natural person proposed to be assigned to the contract
All documents shall be submitted in English, except for registration documents (which may be submitted in Ukrainian).
All documents must be duly completed, signed, and scanned in full (i.e. including all pages). It is recommended to submit scanned documents in PDF format.
Documents may be submitted via file-sharing services (such as WeTransfer, Dropbox, OneDrive, etc.), provided that the link remains active for at least 30 days after the deadline for submission.
If any of the mandatory documents are missing, the Council of Europe reserves the right to reject the tender.
