Call for tender – Purchase of consultancy services on communications

The Council of Europe project “Supporting democratic post-war elections in Ukraine” (hereinafter “the Project”), implemented within the Action Plan for Ukraine 2023-2026, is launching a tender procedure for purchase of consultancy services on communications.

Expected duration of the provided services: 4 April 2023 – 31 December 2024

All offers should be sent to [email protected] indicating “TENDER_COMMUNICATIONS” in the e-mail subject line by 31 March 2023 included.

All questions shall be submitted by 27 March 2023 and shall be exclusively addressed to the email address [email protected] with the following reference in the e-mail subject: “QUESTIONS_TENDER_COMMUNICATIONS”.

Eligibility criteria

  • Higher education degree in journalism, communications, public relations or a related field;
  • At least three years of professional experience relating to media and communications, previous work with international organisations or in electoral field would be an asset;
  • Excellent knowledge of Ukrainian (mother tongue level) and very good knowledge of English.

Expected services

The consultancy services on communications – communication advice, support and expertise – may include but not be limited to:

  • developing, planning, implementing and coordinating Project’s communication programmes and visibility activities in accordance with the Council of Europe communication strategy, visibility guidelines and requirements;
  • organising, promoting and coordinating public and media events related to Project implementation;
  • preparing relevant texts for publication (news items, articles, Facebook posts, press releases, interviews, newsletters, etc.) and distributing them among target audience, Project’s partners and stakeholders;
  • ensuring that all visibility actions are carried out in line with the Council of Europe communication policy and according to the Council of Europe Visual identity (Graphic Charter, Guidelines for use of social media, etc.);
  • monitoring and informing the Project team about any relevant developments which should be considered in Project’s communication and visibility activities;
  • advising on appropriate action in order to raise visibility of the Project;
  • monitoring, evaluating and informing about the results of Project’s communication programmes and visibility activities;
  • developing and maintaining contacts with key Ukrainian media to inform about Project’s activities;
  • monitoring, evaluating and informing about media coverage of Project’s activities (TV, printed press, Internet, social media);
  • maintaining close contacts and coordination with the Project team while carrying out the assignments under the contract.

Documents to be provided

  • A completed and signed copy of the Act of Engagement[1] (See attached);
  • For legal persons and private entrepreneurs: Registration documents (scanned copy of originals in Ukrainian and/or English, proving the tenderer’s ability to carry out the respective types of economic activities);
  • For legal persons: A detailed professional portfolio in English, demonstrating clearly that the tenderer (proposed staff) fulfils the eligibility criteria;
  • For natural persons, including private entrepreneurs: A detailed CV in English, preferably in Europass Format, demonstrating clearly that the tenderer fulfils the eligibility criteria;
  • 10 –15 samples and/or links to samples of previously prepared and published texts / news items / articles / blogs / posts / press releases / interviews / newsletters etc; samples should be both in Ukrainian and in English.

All documents shall be submitted in English, except registration documents for private entrepreneurs to be submitted in Ukrainian and samples of previous work to be submitted as specified above, failure to do so will result in the exclusion of the tender.

[1] The Act of Engagement must be completed, signed and scanned in its entirety (i.e. including all the pages). The scanned Act of Engagement may be sent page by page (attached to a single email) or as a compiled document, although a compiled document would be preferred. For all scanned documents, .pdf files are preferred.
