The Council of Europe currently implements the Project “Further support to the constitutional justice reforms in Ukraine”, aimed at advancing constitutional justice by strengthening the institutional capacity of the Constitutional Court of Ukraine, enhancing its alignment with European standards, and promoting the coherent interpretation and application of European human rights jurisprudence.

Within the framework of its activities, the Project launches a call for tender for the selection of a Provider to carry out a comprehensive needs assessment of the Secretariat of the Constitutional Court of Ukraine, with a view to identifying areas for improvement in line with European standards and practices.

Interested tenderers are invited to submit their proposals in accordance with the requirements set out in the tender documentation.

The deadline for submission of tenders is 21 April 2026 at 23:59 Kyiv time. Tenders shall be submitted via the e-procurement platform. Any tenders received by e-mail or post will be rejected automatically.

All questions relating to this call for tender shall be submitted via the e-procurement platform in English no later than 15 April 2026. Questions sent by e-mail or post will not be processed.

Tenderers shall submit a completed and signed Act of Engagement, together with all documents listed under Section F (“Documents to be provided”) of the Tender File.
