Call for proposals: grants to support actions in the area of social and labour rights in Ukraine

The Council of Europe Project “Strengthening the social dimension in Ukraine” implemented in the framework of the Council of Europe Action Plan for Ukraine “Resiliency, Recovery and Reconstruction” for 2023-2026 launches a call for grant proposals.

It aims to co-fund national/local initiatives aimed at supporting actions of the non-governmental organisations in the sphere of social and labour rights in Ukraine.

The implementation period of the proposed initiatives should start not earlier than 15 April 2026 and shall not extend beyond 15 October 2026. The Council of Europe intends to award three grants of up to EUR 20,000 each.

The initiatives/actions should aim at strengthening the social and labour rights policies and practices on local and national levels in Ukraine in compliance with the European Social Charter standards. They should include one or more of the following areas:

  • European Social Charter system;
  • right to work (vis-à-vis Art. 1-4 European Social Charter (ESC),
  • collective employment relations (vis-à-vis Art. 5, 6, 29 ESC),
  • right to benefit from social welfare services (vis-à-vis Art. 14 ESC),
  • rights of people with disabilities (vis-à-vis Art. 15 ESC),
  • equal opportunities and equal treatment for women and men (vis-à-vis Art. 20 ESC).
  • rights of older people (vis-à-vis Art 23 ESC),
  • right to protection against poverty and social exclusion (vis-à-vis Art. 30 ESC).

Deadline for submission: 08 March 2026, 23:59 CET

The documents in electronic form (Word and/or PDF) shall be sent to the following e-mail address: [email protected]. Emails should contain the following reference in subject: Grant proposal_9312/2026/01_Name of the applicant

All documents shall be submitted in English (except where clearly indicate that documents can be submitted in Ukrainian) with signature and stamp, failure to do so will result in the exclusion of the application.

HOW TO APPLY?

  • Complete and sign the Application Form (See Appendix I) The name of the file shall be: Name of the applicant_Application Form_Social rights
  • Attach a provisional budget (using the template in Appendix II) The name of the file shall be: Name of the applicant_Budget_Social rights
  • Attach the other supporting documents:
    • copy of the registration documents, including the certificate as a non-profit organisation (to be submitted in Ukrainian);
    • a list of all owners and executive officers, for legal persons only;
    • bank certificate confirming bank details (to be submitted in English);
    • copy of the charter of the organisation, or the equivalent (to be submitted in Ukrainian);
    • Income and expenditure statement for 2025 (to be submitted in Ukrainian);
    • CVs of permanent and temporary staff to be involved in the grant implementation (to be submitted in English);
    • organisation’s portfolio including record and experience in the sphere of social and labour rights protection in Ukraine (to be submitted in English).
