The Council of Europe project "Youth for Democracy in Ukraine: Phase IV" in co-operation with the Ministry of Youth and Sports of Ukraine invites trainers of providers (entities providing educational services in the field of vocational training of civil servants and local self-government officials) to participate in the second training and practical course “Participatory Youth Policy”.
The course will be implemented from August 2025 to September 2026 in order to strengthen the professional competencies of trainers of providers to implement professional development programmes for civil servants and local self-government officials based on the Model General Short-Term Training Programme “Participatory Youth Policy”.
The objectives of the course are:
- Study of the topic “Participatory Youth Policy” in acquaintance with representatives of the Ministry of Youth and Sports of Ukraine, the Council of Europe and others.
- Familiarization with the standards, approaches and educational resources of the Council of Europe in the field of youth policy.
- Elaboration of the content of the manual for training under the Model General Short-Term Training Programme for Civil Servants and Local Self-Government Officials “Participatory Youth Policy”.
- Exchange of practices in teaching advanced training programmes between trainers of providers.
- Discussion of specific aspects of conducting educational and outreach events in online, offline and mixed formats.
- Improvement of training competencies of trainers of providers.
- Implementation of advanced training programmes for civil servants and local self-government officials on the basis of the Model Programme “Participatory Youth Policy” by trained trainers of providers.
The course will include:
- Training (online format) – August-September 2025
- Homework: Assessment under Self-assessment tool for youth policy – August 2025
- Training of trainers (offline format) – 13-17 October 2025
- Mentoring and expert support – August-November 2025
- Implementation of advanced training programmes for civil servants and local self-government officials – January-August 2026
- Consolidation meeting on the analysis and evaluation of the results of the implementation of advanced training programmes for civil servants and local self-government officials – September 2026
