On 2 December 2025, a briefing for representatives of foreign diplomatic missions was held in Kyiv to discuss the further implementation of the decentralisation reform in Ukraine and present the draft “Specificities of Implementation of the Concept for the Reform of Local Self-Government and Territorial Organisation of Power in Ukraine”. The event followed the High-Level Dialogue “Good Democratic Governance in Ukraine: Achievements, Challenges and the Way Forward in Post-War Period” (its part on multilevel governance).

The briefing was organised within the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” for 2023-2026 and the project “Strengthening multilevel governance and local democracy to support Ukraine's recovery”, implemented by the Centre of Expertise for Multilevel Governance at the Congress of Local and Regional Authorities of the Council of Europe.
