Annual Ombudsperson’s report and labour legislation in focus of the Expert Council under the Ombudsperson’s Representative for Social and Economic Rights

On 3 June 2026, the Expert Council under the auspices of the Representative of the Ukrainian Parliament Commissioner for Social and Economic Rights convened in Kyiv to review key findings of the Annual Report of the Ukrainian Parliament Commissioner for Human Rights for 2025 and discuss ongoing labour law reform.

During the meeting Ms Olena Kolobrodova, the Representative of the Ukrainian Ombudsperson on Social and Economic Rights, highlighted the main trends and challenges in the field of human rights protection in Ukraine, as well as the results of the Ombudsperson’s Office work in safeguarding social and economic rights. The meeting also provided an important platform for substantive discussion on the draft Labour Code of Ukraine. Experts exchanged views on current aspects of labour law reform, its compliance with international standards, and its potential impact on the implementation of workers’ labour and social rights.

As a result of the discussions, the participants emphasized the importance of continuing expert dialogue among state authorities, social partners, civil society organisations and international partners to ensure effective protection of social and economic rights in Ukraine.

The meeting further reinforced the role of the Expert Council as a multi-stakeholder advisory mechanism that contributes professional expertise to the work of the Ombudsperson’s Office and promotes informed dialogue on key social and economic policy issues.


The event was held with the support of the Council of Europe project  “Strengthening the social dimension in Ukraine” implemented within the Council of Europe Action Plan for Ukraine "Resilience, Recovery, Reconstruction" for 2023-2026. The Project aims to ensure that general public and people from vulnerable groups, including war-affected population in Ukraine, benefit from targeted social protection and support.
