A series of training video lectures is developed for the National School of Judges of Ukraine

The Council of Europe Project “Further support for the execution by Ukraine of judgments in respect of Article 6 of the European Convention on Human Rights”, supporting Ukraine in providing accessible, full and effective justice, in cooperation with the National School of Judges of Ukraine contributed to the development of training video lectures. These video materials are designed to train judges in courts of three instances and all jurisdictions throughout Ukraine.

22 videos were recorded, among others, with the following speakers: judges of the European Court of Human Rights – Ms Ganna Yudkivska and Mr Lado Chanturia; Chief Justice of the Washington Supreme Court (USA) Ms Debra Stevens; judge of the Grand Chamber of the Supreme Court Mr Dmytro Hudyma; Director of the Institute of Eastern European Law and Comparative Law of the University of Cologne (Germany) Ms Angelika Nussberger; President of the European Committee for the Prevention of Torture (2015-2021) Mr Mykola Gnatovsky; Head of Division of the Department for the Execution of Judgments of the European Court of Human Rights of the Council of Europe Mr Pavlo Pushkar, as well as professors and doctors of law from leading Ukrainian universities, international experts and project managers of the Council of Europe.

These videos will be used at the National School of Judges of Ukraine during training programmes for judges.

The topics of the developed training video lectures include:

  • The practice of the Grand Chamber of the Supreme Court: the impact on the legal system
  • The impact of the case law of the European Court of Human Rights on the case law of national courts: methodological aspects of the formation of sustainable and consistent practice of national courts on the basis of ECtHR decisions and requirements for the implementation of its decisions
  • Application of the European Convention on Human Rights and the case law of the European Court of Human Rights in administrative proceedings. Recent decisions of the European Court of Human Rights against Ukraine
  • Conceptual principles of judicial independence in a democratic society
  • Judicial independence and accountability in the age of polarized politics
  • Development of the human rights protection doctrine in the case law of the European Court of Human Rights
  • Reasoning of court decisions and "balance" of rights in civil cases from the point of view of the European Court of Human Rights
